【摘要】:ThispracticeprovidesaguidefortheinformationtobeobtainedandprovidesspecificrecommendedcriteriaforevaluatingthecapabilitiesofanagencytoconductinspectionsandtestsandtoreportontestsperformedinaccordancewithASTMstandardsprimarilyonfactorybuiltcomponentsandassemblies.Thecriteriainthisstandarddescribethebasicinformationusedinjudgingthecapabilityofanagencytoperformitsintendedfunctionsobjectivelyandcompetentlyaswellastodisclosepossibleconflictsofinterestjudgedfromthestandpointoftheuserofthisstandard.Testing,approval,andcertificationofacompany'sownproductsandservicesbyitsowntestingagencydoesnotnecessarilyconstituteaconflictofinterest.Thecriteriapresentedhereinaredividedintothreecategoriesofendeavor,namely,PartA-StandardsandCriteriaforTestingAgenciesPartB-StandardsandCriteriaforQualityAssuranceAgenciesPartC-StandardsandCriteriaforEvaluatingAgenciesThefundamentalpurposeofthispracticeistoprovidecriteriaforevaluatinganagencyasdenotedineitherbyauserofthatserviceorbyanaccreditingauthority.Itisnotthepurposeofthispracticetoprovideabasisfordeterminingthequalityofaproductorservicebeingevaluated.Thispracticeisnotintendedfortheevaluationofthoseactivitiesnormallyassociatedwiththeproductionandsaleofproductsandthelike,suchasamanufacturer'sinternalqualityprogram.However,anyorganizationmayrequestorperformanevaluationofitsownin-housefacilitiesunderthisstandardifitsodesires.Itisnottheintentofthisstandardtobethebasisforthedeterminationofthetypeofagencytobeselectedbytheuser.ThispracticecanbeusedinconjunctionwithSpecificationE541andPracticeE651SpecificationE329specifiesminimumrequirementsforagenciestestingand/orinspectingmaterialsusedinconstructionandwhichareprimarilyassembledonthejobsite.
